Andy Kahan

Legislative Action Coordinator

I have served as the Victim Advocate for the Mayor’s Office and Houston Police Department for 26 years before retiring and joining Crime-Stoppers of Houston as the Director of Victim Services and Victim Advocacy I received my Bachelor of Science in Criminal Justice in 1983 from the University of Houston. I worked as both a Parole and Probation Officer before becoming the first victim advocate in the country to work in a Mayor’s Office. My responsibilities included working with local crime victim’s rights organizations to facilitate the pooling of resources and the exchange of information. As a focus of my advocacy, I frequently accompany and represent victims before the Parole Board. I also put connect crime victims with local crime victim support and advocacy groups in addition to court accompaniment. Board Memberships:

In my career, I have had great success in working with the Legislature in support of Victims Rights & Public Safety. My advocacy efforts have played a pivotal role in the passage of over 35 laws and policy changes.I am currently leading the efforts at Texas Crime Victims United during the 2025 Tezxas Legislative sesion.
