How to Submit a Public Comment on a Texas Bill

When you want your voice to be heard on a bill being considered by the Texas Legislature, you can submit a public comment online through the official Texas House Public Comment Portal. Here is how the process works:

1. Wait for the Bill to Be Scheduled

Bills only appear on the public comment website once they are scheduled for a hearing in a committee. If a bill is not scheduled, you will not find it listed.

2. Find the Bill

When the bill is scheduled, visit the Public Comment Portal. Use the search function to find the bill by its number, for example SB 9. You must enter the exact bill number.

3. Submit Your Comment

Once you locate the bill, you can submit your comment by filling out a short form. You will be asked for your name, contact information, and whether you are for, against, or neutral on the bill. You will also have space to explain your position.

4. Timing is Critical

You can only submit your comment while the bill is active on the portal. This is usually from the time it is posted until the hearing ends. After the hearing ends, the bill is removed from the site and comments are no longer accepted.

5. Public Information Notice

Every comment you submit is public information. Your name, your stance, and your written comment may be viewed by lawmakers, the media, and the public. Be professional, respectful, and focused when writing your comment.

Public comments are reviewed by committee members as they consider legislation. Submitting your comment is an important way to make your voice part of the official legislative record even if you cannot attend the hearing in person.
